Funding For the Administrative Grant
THEREFORE BE IT RESOLVED, that MACD is directed to work with the Governor’s Office and the Legislature to secure an appropriate level of funding for the Administrative Grant program so that all CDs will be certain to have enough funding to hire and retain a capable and competent staff person.
Continuous Signup, CREP, and Wetland Reserve Program
THEREFORE BE IT RESOLVED, MACD urge the Montana FSA to reserve the last 1% of a county’s 25% CRP allocation to be used for the above programs.
Highly Erodable Lands
THEREFORE BE IT RESOLVED, MACD urge the Farm Service Agency to reserve the last 5% of a counties 25% allocation to be used for Highly Erodable Lands.
Grazing Maintenance Option of CRP CP-25 Acreage
THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts supports grazing as a maintenance option of CRP CP-25 acreage, which would benefit the health and vigor of stagnant stands of CRP CP-25 and improve it’s value to wildlife both in forage and nesting habitat.
Natural Resource Public Policy Change Notice
THEREFORE, BE IT RESOLVED, that MACD contact the appropriate state and federal natural resource entities and stress the need for MACD and DNRC/CARDD to be adequately notified about any significant natural resource public policy action taking place; and
BE IT FURTHER RESOLVED that MACD and DNRC/CARDD forward the information to Montana’s CDs, so each can determine how to deal with the issue on a local level.
Secure Funding for Noxious Weeds
THEREFORE BE IT RESOLVED, that MACD help coordinate Anglers Against Weeds (a private group of recreationists) with private, state and federal agencies as a means to secure funding for this group to continue their efforts to keep all recreational access sites around the state clear of all noxious weeds.
CD Involvement in Governor’s Drought Advisory Task Force
THEREFORE BE IT RESOLVED that, in order to assist the Governor’s Drought Advisory Task Force with efforts in drought planning, MACD appoint a representative to the Task Force to represent the interest of agriculture and urban citizens and report back to MACD and the individual conservation districts; and
BE IT FURTHER RESOLVED that conservation districts discuss drought conditions and impact, such as range conditions, precipitation, winds, surface water supplies, activities of FSA in relation to drought-related programs, etc., in their district at each monthly meeting, and report to the MACD representative who will report to the Governor’s Drought Task Force.
THEREFORE BE IT RESOLVED THAT, MACD work on implementing a scholarship program to assist supervisors to travel to the NACD convention, if their resolution is sent to the NACD convention.
Securing Adequate Communication with DEQ
THEREFORE BE IT RESOLVED, that MACD (Montana Association of Conservation Districts) will assist conservation districts in demanding effective and professional forms of communication and to maintain a local voice in water quality planning with the Department of Environmental Quality.
