Development of a Team to Establish Guidelines for Implementing HB 572
THEREFORE BE IT RESOLVED, that Montana Association of Conservation Districts take the lead in bringing together all needed agencies and districts to develop an area wide guideline for the implementation of HB 572.
CD Staff Obtaining and Securing Funding For Insurance
THEREFORE BE IT RESOLVED, that Montana Association of Conservation Districts is directed to work with the necessary entities-including the 2007 Legislative Assembly-to obtain and secure funding to help CD staff access a reasonably priced funded or partially funded health insurance plan.
Keeping Leadership Role in Watershed Approach
THEREFORE BE IT RESOLVED, that Montana Association of Conservation Districts take the necessary measures to keep Montana’s Soil and Water Conservation Districts in a leadership role in the watershed approach to conservation issues.
Energy Conservation
THEREFORE BE IT RESOLVED, that Montana Association of Conservation Districts promote energy conservation and promote the use of alternative fuel sources.
Farm & Ranchland Protection Program
THEREFORE BE IT RESOLVED, that Montana Association of Conservation Districts is directed to initiate and promote legislation to secure funding for eligible landowners enrolled in the Farm and Ranch Lands Protection Program to obtain 25% of the appraised fair market value of their land through the State of Montana. The funds will be used solely to assist the landowner in securing conservation easements.
City Planning Board
THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts is directed to initiate and promote legislation to secure a seat reserved for a conservation district appointed seat on any city planning board where the city or part of the city lies under the jurisdiction and boundaries of the respective conservation district.
Inclusion in Determining Debits & Credits for the Army Corps of Engineer Stream Mitigation Process
THEREFORE BE IT RESOLVED THAT, MACD will take the lead and be involved in determining what constitutes credits and debits with the Army Corps’ stream mitigation process.
Legislative Travel Reimbursement
THEREFORE BE IT RESOLVED, the Montana Association of Conservation Districts set aside a portion of the “legislative and education fund” to cover travel, lodging and per diem incurred by conservation district supervisors and administrators when participating in the legislative process at the request and with the approval of the Montana Association of Conservation Districts finance committee or executive board until the allocated funds are exhausted.
Spraying Right of Ways
THEREFORE BE IT RESOLVED, that the State of Montana should be made accountable for spraying the entire right of way on all State highways.
