Administrative Penalties for 310 Violations

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts is directed to work with the necessary entities—including the Montana Department of Natural Resources and Conservation, Conservation District Bureau and/or the 2007 Legislative Assembly, if necessary—to clarify that the Natural Streambed and Land Preservation Act (SB-310 Law) allows Conservation to assess administrative penalties.  (2006)


Establishing Consistent Enforcement of AFO and CAFO Rules

THEREFORE BE IT RESOLVED, that rules by DEQ need to be consistent and once compliance is reached, further rules will not be enforced on the AFO or CAFO.


Landowner Input on Elk Hunting Seasons

THEREFORE BE IT RESOLVED, that MACD shall support and assist in the development of procedures, & policy that would support the idea that FW&P include landowners input from each local area before seasons are structured.


DEQ Stormwater Permits for Agricultural Operations

THEREFORE BE IT RESOLVED, that the MACD seeks an exemption with DEQ for agricultural related storm water discharge permit fees. 

Establish Conservation Districts as a Liaison between State and Federal Government Agencies and Concerned Citizens

THEREFORE BE IT RESOLVED, that Montana Association of Conservation Districts take the necessary measures to establish Conservation Districts as a liaison between concerned citizens and resident government agencies — including the U.S. Fish & Wildlife Service-Charles M. Russell National Wildlife Refuge, Bureau of Land Management, Montana Fish, Wildlife & Parks and the Army Corps of Engineers — to address weed control, fire suppression, access, wildlife management, range management, water supply, water quality and other areas of concern that exist or may arise.

Water Supply Systems

THEREFORE BE IT RESOLVED, storage required should be made on a case by case scenario, based on the reliability of the systems and time of year the systems will be used.

Conservation District Associate Supervisor Representation on Planning Boards

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts research and move forward in proposing legislation to change the law to allow the Conservation Districts the authority to appoint an associate supervisor to serve in the same capacity as a supervisor on planning boards which conservation districts are authorized to participate on.


Request the United States Congress to Remove Hidden Pasture Creek Wilderness Study Areas from Wilderness Study Designation

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts be in favor of and pledge its support for these groups requesting, during the next session of the United States Congress, that the Hidden Pasture Creek WSA number MT-076-022 be removed from any further wilderness study designation.
